How do we define surface hydrology? Firstly by saying that the
focus is on water balance modelling to account for rainfall, interception, infiltration and evapotranspiration, with the usual goal of predicting streamflows.
In Australia we'd say catchment modelling, whereas in the USA, the more common term would be watershed modelling.
There are important differences between how one would simulate individual flood events,
and the long-term behaviour of catchments, but good software will handle both.
